Governor Kathy Hochul and the New York State Higher Education Services Corporation (HESC) have announced the opening of the Excelsior Scholarship application for the spring 2025 semester, providing eligible SUNY and CUNY students with an opportunity to attend college tuition-free.
The scholarship is available to students from families with an adjusted combined federal household income of $125,000 or less who plan to enroll full-time at a two- or four-year SUNY or CUNY institution in spring 2025. Applications will be accepted through February 2, 2025.
“The Excelsior Scholarship transforms lives by making higher education more affordable and accessible for students across New York State,” Governor Hochul said. “I encourage every eligible New Yorker to apply for this scholarship to pursue their higher education goals and build a brighter future for themselves, their family, and their community.”
To qualify, students must meet several eligibility requirements, including maintaining full-time enrollment, agreeing to live in New York State, and not being employed out of state for the same number of years they received the scholarship. Applicants eligible for federal aid must also complete the FAFSA and TAP applications or apply through the New York State DREAM Act.
HESC President Dr. Guillermo Linares praised the program’s continued success, emphasizing its role in removing financial barriers to higher education. “Her commitment to ensuring that every student has a fair shot at an affordable education is transforming lives and creating opportunities,” Linares said.
SUNY Chancellor John B. King Jr. highlighted the impact of the program, noting that 52% of in-state SUNY students currently attend tuition-free thanks to the Excelsior Scholarship and other financial aid programs. CUNY Chancellor Félix V. Matos Rodríguez added that the scholarship has already helped thousands of students pursue their educational goals without the burden of tuition costs.
Launched in 2017, the Excelsior Scholarship aims to provide middle-class families with greater access to higher education by eliminating financial barriers.
