TALLAHASSEE, Fla. (WCTV) – A foundation honoring a Florida State student who lost his life after a crash in November has raised over $22,000 in funds for both high school and college scholarships this year, according to the foundation’s press release.
The Philip Reagan Haynes Always See The Good Charitable Foundation Inc. honors Philip Reagan Haynes, who was one of two people who died in a crash on Cactus Street in November.
“Our organization is honored to continue Philip’s life and legacy by supporting students who share his passion for life, creativity, and unwavering determination,” the foundation wrote in its statement.
The funds raised support scholarships for Fleming Island High School in Clay County, where Haynes graduated in 2022, and for Florida State, where he was a student at the time of his passing, according to the press release from Haynes’ father, Jack Haynes.

This week, four high school students from Fleming Island are expected to receive $1,047 each as part of the scholarship benefiting their school. Those students include Ashleigh Bowmaster, Savannah Jackson, Kurian Thykadavil and Ezra Garrison, according to the foundation.
Sometime this year, one recipient from FSU will be awarded $3,000 from the scholarship benefiting their college.
However, the foundation said that as funds grow, multiple awards are possible.
In November, the foundation will host its first annual golf fundraiser. Proceeds from the event will benefit the foundation and support future scholarships, according to the release.
The announcement of the scholarships comes four months after an arrest was made in connection with the fatal crash in November.
In January, Tallahassee Police said 20-year-old Christopher Congdon was arrested at his home by the Clay County Sheriff’s Office. He was identified as the driver of the vehicle involved in the single-vehicle crash.
