Governor Marina del Pilar Ávila Olmeda led the first distribution of scholarships for high-performing high school students, benefiting 347 public high school students in Mexicali.
In her speech, the governor emphasized that her administration continues to invest in education by providing tools to nurture young talent, helping them build a path toward achieving their goals.
“Education is the best tool against crime and addiction. You are talented young people. Don’t let anyone cut short your dreams. My government will work hard to ensure you can continue your studies. Today, we are building the Rosario Castellanos University in Tijuana and expanding university options so that doors will be open for you when you finish high school,” she stated.

Governor Marina del Pilar’s administration is giving 1,500 pesos per semester to each student, representing an investment of 2.25 million pesos. This was the first round of scholarships out of 1,500 that will be distributed across all municipalities in the state during 2025.
These scholarships complement other support programs promoted by Mexican President Claudia Sheinbaum Pardo, such as the Rita Cetina and Benito Juárez scholarships, Jóvenes Construyendo el Futuro, and the state’s JOBEC program by the Secretariat of State Education. These initiatives have increased student retention rates from 50 to 72 out of every 100 students nationwide, reducing dropout rates.
Aurora Gissel Zazueta Félix, a student at Conalep Campus II in Mexicali, recalled that her family previously struggled with education-related expenses. Receiving this scholarship allowed her to cover necessary supplies to continue her studies.
“Thank you for believing in us students and in our potential. I am sure we are all committed to making the most of this opportunity and proving that investing in education is worth it,” she said.
Meanwhile, Baja California’s Secretary of Education, Irma Martínez Manríquez, stated that this program not only aims to increase enrollment in high school education but also enhances the quality of studies and strengthens student retention.
“We are breaking cycles of vulnerability and paving the way for a more equitable future for all. This aid recognizes your effort, dedication, and commitment to education. We are building a Baja California where education is a universal right and a tool for comprehensive well-being with real social transformation,” the official concluded.
