HENDERSON COUNTY, Texas — Henderson County Commissioners Court on Tuesday took steps to officially dissolve the Cedar Creek Hospital District and use its funds to establish a local scholarship.
Voters in the November election supported dissolving the district and using the rest of its funds to create the Andrew Gibbs Memorial Nursing Scholarship. That election was required before the county commissioners could take a final action.
During the commissioners court meeting, Kenneth Strawn of the County Attorney’s Office said the hospital district was no longer operating, it never became active, had no board of directors and carried no debt. The district did have money needing to be repurposed under state law, Henderson County said in a statement.

The court approved naming the Trinity Valley Community College Foundation as the oversight committee to administer the scholarship. It will be limited to residents who lived within the boundaries of the former district, which includes Mabank ISD and parts of the Kemp and Eustace ISDs.

As required under law, the money will be sent to Kaufman, Van Zandt, and Henderson counties first. Each county will forward its share to the Trinity Valley Community College Foundation.
These funds will support future nursing students from the local communities the district formerly served, the county said in its statement.
