The Hope Scholarship program continues its rapid growth across West Virginia, with nearly 15,000 students set to receive full funding for the 2025-2026 academic year, according to State Treasurer Larry Pack, who also serves as chairman of the Hope Scholarship Board. This marks a significant increase from the previous year’s total of 10,750 recipients.
The scholarship, designed to provide families with flexible education options, will expand to all school-age children residing in West Virginia beginning in the 2026-2027 school year, when the program becomes fully universal.
The amount of funding a student receives depends on the application submission date:
June 16–Sept. 15: 75% of the annual award
Sept. 16–Nov. 30: 50% of the annual award
Dec. 1–Feb. 28: 25% of the annual award
The scholarship amount for 2025-2026 is $5,267.38 per student, based on per-pupil state aid funding.
Program participation has increased from 2,333 students in 2022-2023 to over 10,000 in 2024-2025. The Treasurer’s Office expects enrollment to approach 19,000 for the 2025-2026 school year.
To qualify, students must be West Virginia residents and meet at least one of the following:
Be eligible for kindergarten enrollment
Be enrolled full-time in a public school for the full instructional term prior to applying
Be enrolled in public school for at least 45 calendar days at the time of application and remain enrolled until a decision is made
Families must also submit a notice of intent to participate to their local county superintendent, as required by state law. A template and FAQ are available at www.HopeScholarshipWV.com.
Families awarded the Hope Scholarship but deciding to remain in public school must notify the Hope Scholarship Board by emailing hopescholarshipwv@wvsto.gov.
