PM’s Advisor: Iraq’s 5,000-scholarship initiative is a strategic step to localize research – Iraqi News

Baghdad (IraqiNews.com) – The scholarship program launched by Prime Minister Mohammed Shia Al-Sudani is a strategic move aimed at localizing scientific research and building human capital in Iraq. This was affirmed today, Wednesday (October 22, 2025), by Hazim Watan, the Prime Minister’s advisor.
Speaking at the Second Ambition and Creativity Forum, Watan stressed that the government’s vision, clearly outlined in its ministerial agenda, prioritizes education and aims to achieve a high-quality system that meets labor market demands. The scholarship initiative, which targets 5,000 high-achieving students, is designed to directly support the National Strategy for Education and Training (2022-2031).
Watan highlighted that the Supreme Committee for Educational Development has analyzed over 90 countries’ scholarship experiences to create a unique program that directly addresses Iraq’s development needs. The goal is to localize scientific research and find solutions for national challenges in critical sectors such as oil, gas, electricity, water management, and desertification.
The government has fully allocated the necessary funds for the 5,000 scholarships. Watan announced that the third wave of the program is currently underway, with 1,000 students being nominated for prestigious international universities in rare specializations needed by Iraq.
Watan assured the scholarship recipients that the government is committed to providing a suitable environment for their return, including increased salaries and health insurance. He noted that the Prime Minister utilized official visits to the United States and the United Kingdom to secure MOUs with reputable universities to facilitate the admission and visa process for Iraqi students.
