The endowment will benefit students pursuing their bachelor’s or master’s degree in the St. David’s School of Nursing. 
Delmar and Betty Tally have established two endowed scholarships in memory of Julie Tally Hornberger Hart to benefit students in Texas State University’s College of Health Professions.
A portion of the Tally’s gift is designated for immediate scholarship awards for the 2024-2025 academic year.
The Delmar E. and Betty L. Tally Endowed Scholarship in Health Professions is open to all full-time undergraduate students in good standing who are pursuing a degree related to healthcare and demonstrate financial need. Preference will be given to graduates of Lockhart High School.
The Delmar E. and Betty L. Tally Endowed Scholarship in Nursing will benefit students pursuing their bachelor’s or master’s degree in the St. David’s School of Nursing who demonstrate financial need. Graduate students receiving the scholarship who are engaged in enhanced research and perform research practices may potentially be eligible for stipends. Preference will be given to graduates of Lockhart High School.
Julie Hart, to whom the endowments are dedicated, was Delmar Tally’s daughter and a registered nurse who served as head nurse for the Lockhart Independent School District until her retirement in 2017. Born in 1956, Hart passed away unexpectedly in March of 2024. Julie was a dedicated, giving and caring person who enjoyed helping people. She leaves behind three children and six grandchildren, whom she dearly loved. Her youngest daughter is also a registered nurse.
Delmar Tally served in the U.S. Air Force for 21 years as a safety manager and flight instructor at various bases. Upon retiring from the Air Force, he began a career as a safety consultant for numerous civilian construction companies. His expertise and commitment to safety led him to become a prominent member of the American Society of Safety Professionals (ASSP). He was elected president of the ASSP in 1985-1986 and was elected ASSP Fellow in 1997. In 1990, U.S. Secretary of Labor Elizabeth Dole and Gerald Scannell, assistant secretary of labor for the Occupational Safety and Health Administration, appointed Tally as chair of the OSHA Advisory Committee on Construction Safety and Health.
Betty Tally served OSHA for 20 years as an Occupational Safety and Health Compliance Officer. Following her retirement from OSHA, she continued her career as a safety consultant and was a member of ASSP. Delmar and Betty married in 1995, sharing a commitment to safety and professional excellence. Both Delmar and Betty Tally are Certified Safety Professionals.
